Mr. K. K. Samanthilaka, Deputy Chief Secretary (Engineering)

He joined the public service on 02 December 1996. His first appointment was to the Sabaragamuwa Provincial Council. He held the positions of Executive Engineer and Chief Engineer there and joined the Southern Provincial Council in January 2007. He held the positions of District Engineer and Chief Engineer there. From April 2019, he held the positions of Director (Technology) and Director (Procurement) of the National Community Water Resources Department. From 02 January 2025, he returned to the service of the Southern Provincial Council and was appointed as Deputy Chief Secretary (Engineering Services).

Introduction

The people of the Southern Province have accumulated a wealth of knowledge in the field of construction, and the traditions of the temples, dagobas, tank enclosures and houses built in the past, as well as the buildings built during the Dutch period, are symbols that clearly reflect the unique skills of the people of our region. Especially considering today's era and the contemporary social environment, the skills of our people can also be clearly seen in the constructions being built. As an institution providing consultancy services for public sector construction, the special role assigned to our institution is to provide well-finished and strong buildings for the betterment of the people.

Furthermore, we should be proud to say that our institution is currently the leading consultancy service provider in the province. Our institution was established in 1991 and has done a great job in a short period of time, fulfilling the expectations of the people of the area and providing invaluable support in creating the most prosperous Provincial Council in the country. In 1994, this institution was modernized with a new look. In that new system, the office face changed and its head of the institution was named Deputy Chief Secretary (Engineering Services). Several new posts were established in the institution under this structure.

Three District Engineer posts were also established covering the three districts of the Southern Province (Galle, Matara and Hambantota). In addition, many significant changes have been made to the internal organizational structure.

A Structural Design Unit was established in 1995 under the Chief Engineer Structural Design.

In 1996, an Architecture Unit was established within the Institute under the Chief Architect, bringing a new dimension to the Institute.

The year 2008 was a memorable year for our institute as an engineering institute, the main reason being that our institute was approved by the Sri Lanka Institute of Engineers as a recognized institution to provide training to engineers who are training to sit for the Chartered Examination.

Although the Southern Provincial Engineering Services Institute was initially established with limited human and physical resources, the work we have performed so far holds a unique place. Initially, this institute, which started with 04 engineers, 88 technical officers and 34 clerical staff, has now grown to 11 chartered and graduate engineers, two electrical engineers, three architects, 239 accountants, administrative officers, technical officers, 12 development officers, 49 management service officers, three information and communication technology assistants, three electricians and 30 other staff. We believe that the service we have rendered during that time has been unsurpassed and excellent.

Main Functions

Providing procurement process and advisory services required for public sector construction.

Training of officers in the technology sector and improving their human resource capabilities.

Review of the progress of construction activities and related follow-up activities.

Quality control and quality management in construction projects.

Creating structural plans and architectural plans.

Preparing and approving all quotations related to the subject area of ​​building construction.

To promote the service level of technical officers working in all government institutions belonging to the Provincial Council and to strive to make them a more knowledgeable group.

Collaborate with other engineering institutions in the province and share knowledge with these institutions.

Working closely with ECTAD and the Contractors' Association to empower contractors and obtain more effective services from them.
