To create a prosperous Southern Province through proper management of human resources using good governance principles and strategic management methods.
To enhance the economic and social development of the Southern Province through effective and efficient human resource management.
The duties related to the coordination and management of human resources of officers in the Southern Provincial Public Service are carried out through the Personnel Division.
Recruitment of officers for the following services: Internal Audit Officer Service, Southern Provincial Development Officer Service, State Management Assistant Service, Office Assistant Service, Driver Service and Information Technology Officer Service.
Recruitment of the personal staff of the Ministers of the Southern Province, activities related to recruitment on casual, substitute, contract, and relief service basis.
Matters related to recruitment procedures for all services of the Southern Provincial Public Service, staff review, approval of new posts, disciplinary matters of all officers of the Southern Provincial Public Service, who are the Chief Secretary Appointments Authority.
Activities related to vacancies in all services of the Southern Provincial Public Service, granting approval for official foreign leave.
It fulfills its role to enhance the economic and social development of the Southern Province through effective and efficient human resource management, engaging in activities such as employee training and development.
This division is under the Southern Province Deputy Chief Secretary (Personnel and Training) and the Deputy Chief Secretary (Personnel and Training) acts as the Accounting Officer.
All institutional matters related to the position of Southern Provincial Management Services Officer.
Activities related to the issuance of vehicle licenses on a concessional basis in accordance with the Trade Investment and Policy Circulars for government officials serving in the Southern Province who hold vehicle licenses.
Carrying out matters related to personal foreign leave of officers of the Southern Provincial Public Service, Medical Service, Educational Administration Service, Development Officer Service, Public Management Service, and departmental officers and junior employees.
All institutional matters related to the personal files of officers of the Sri Lanka Administrative Service, Sri Lanka Accounting Service, Sri Lanka Planning Service, Engineering Service, and Southern Provincial Public Management Assistant High Grade serving in the Southern Province.
The above officers will coordinate with the Ministry of Public Administration and the Public Service Commission for all institutional matters and other institutional matters to be completed by the Southern Provincial Chief Secretariat.

In accordance with the National Public Service Training Policy, Management Development and Training Units as described under Public Administration Circular No. 12/90 dated 28.02.1990, Public Administration Circular No. 14/90 dated 13.03.1990 and Public Administration Circular No. 11/2001 dated 09.05.2001 and the Statutes of the Southern Provincial Council, the Southern Provincial Integrated Rural Economic Development Project and the Southern Provincial Council were initiated on 07th April 2000 with the financial assistance of the Southern Provincial Council.
This institution operates with the aim of carrying out the training activities of officers serving in the Southern Provincial Public Service and public officials serving within the Southern Provincial jurisdiction more efficiently and with high quality.
The Southern Provincial Management Development and Training Institute is an affiliated institution of the Southern Provincial Chief Secretariat, operating under the direct supervision of the Deputy Chief Secretary (Personnel and Training) of the Southern Provincial Chief Secretariat. Decisions related to administration and management are taken and managed by a Governing Board chaired by the Chief Secretary of the Southern Province and comprising the members of the Southern Provincial Secretaries.
Accordingly, the Chief Secretary of the Southern Province shall act as the Chief Accounting Officer of the Southern Provincial Management Development and Training Institute and the Deputy Chief Secretary (Personnel and Training) shall act as the Accounting Officer.
