Mr. Chandima C. Muhandiram, a distinguished alumnus of Mahinda College, Galle, holds a Bachelor of Science degree in Economics from the University of Colombo and a Master of Science degree in Economics from the University of Ruhuna. Mr. Chandima Muhandiram has also obtained a Master of Science degree in Human Resource Management from Guru Gobind Singh Indraprastha University, India, with first class honours.

Chandima C. Muhandiram, a Special Grade Officer of the Sri Lanka Administrative Service who started his career in the Sri Lanka Administrative Service as an Assistant Secretary to the Ministry of Defence, is a mature public servant with extensive knowledge and has held many positions in the Public Service, including Assistant Divisional Secretary, Assistant Administrative Commissioner, Provincial Administrative Commissioner, Divisional Secretary, Additional Secretary to the Ministry, Director General of Departments and Secretary to Provincial Ministries. Hon. President appointed Chandima C. Muhandiram as the Chief Secretary of the Southern Province and assumed duties at the Chief Secretariat in 19/12/2025.
